I had a website that was in an industry with rapant paypal disputes, one way we solved it is by adopting a simple and easy "KYC' process of SMS verification, requiring facebook to signup, and having an agent contact them via skype chat. Fraudsters love automated orders, they hate any human interaction and we cut our dispute rates from nearly 6% to less than 1%.

No. There is not any update regarding their transfer politic for what I know.
But I think you should stop to accept paypal for these items. Scammers know very well how chargeback works.

- Most gift cards.

- AlertPay
- Paysafecards
- Dwolla
- Western Union (they reportedly will sue the recipient to recover money in some cases)

a couple years ago, i sold gift card by accept PayPal transfer, a few week after that, buyer issued chargeback case on PayPal, and i completely lost because PayPal's policy not cover the digital/virtual product.

for professional seller using PayPal, i want to ask how can you ensure sell digital product by accepting PayPal ?

is there any way to prevent PayPal transaction chargeback ?
