I already have full kyced account but guess what it's for new users only

Always a catch!
Anyway, now that you have the voucher, you might be able to give it away or perhaps exchange it with someone who has a voucher that you can redeem.

Most services like these use voucher technique to get new users, nothing wrong with that, but sort of a sad thing to do for loyal old users.

...you will have to do full KYC before you can redeem the voucher. So if you are ready to do full Kyc, then go ahead!

So it means you have received a CoinDcx voucher FROM Paytm for using Paytm to pay your bills! If yes, it's all fine! But remember, you will have to do full KYC before you can redeem the voucher. So if you are ready to do full Kyc, then go ahead!

I use CRED for my credit card bill payments and I had earlier received a voucher worth 200 rupees for Coinswitch. I have never used it because I never wanted to do KYC for such miniscule amount of bitcoin. These are just promotional techniques so you should not face any issue. But again, a full KYC will be needed before you can redeem such vouchers. So think about it before you actually redeem this voucher.

Why would Paytm be having any problem with crypto companies? All they are doing is advertising for CoinDcx and charging a commission from them, the voucher that you got was given by CoinDcx and would be redeemed too by coinDcx only so Paytm has no responsibility in that front. Moreover so far it's not illegal to do business with crypto exchanges, also when big tv channels and even IPL are partnering with crypto exchanges, I don't think Paytm would like to lose any such opportunity, this is the reason you got CoinDcx voucher on these payments.

I haven't used it for buying cryptocurrency on any Indian exchange. I have heard a lot about mobikwik wallet as they have a tieup with WazirX. Some of my friends did make purchase on the exchange through the UPI interface of the wallet. The best part was that you do not need to complete wallet KYC to transfer money to wazirx using mobikwik wallet. I remember Paytm does not allows that as you have to complete minimum KYC for transaction that are less than 10k.
