You mean verifying the passport or the ID ? Then no you don't need to , you just make an account and make the Virtual card and start working with it without any issues .
You have to verify only to rise limits of the card as far as I know .

That is correct, it has a US$2500 limit without verification if i'm not mistaken

Advcash should do the job like the above member mentioned , there is also E-coin.io which is legit aswell and I'am using it .
Virtual card is totally free , you can simply send BTC to your E-coin wallet then from E-coin you load your Visa card Wink Yes it can be used to verify Paypal . (It's Visa and not MasterCard like Advcash)
