Usually the "dust attack" is referred to a transaction with a large number of outputs, each of which are a random address belonging to different people. It's this way because the goal of such an attack is usually deanonymizing the receiver since to spend such an output the receiver has to include other outputs with higher values that will create a link between the address receiving the dust (that also has older history) and the new address where the other output came from.

There are other purposes to such an attack also such as bloating the UTXO set by creating a large number of them that each node will have to store and load each time. This would be part of the spam attack techniques used by spam attackers.

This tx as others said is an advertisement of a scam altcoin known as BSV.

It is an advertisement for a website that appears to be promoting BSV.

They are trying to attract attention by sending a transaction to many addresses. If you look at one of the 'vanity'* addresses, you will see they have received many transactions with outputs going to all those same addresses, in the same order.

*whoever sent the transactions likely does not have knowledge of the private keys to these addresses.

I don't think it's a dust attack, but rather spam for the link memo.sv or https://memo.sv/topic/hmwyda respectively. Seems to be some Bitcoin SV advertisement.
