Was following mining.help 's guide, wondering if the batch file by author, "jsanzsp" to optimize windows 10 installation is safe

no, ssd, because of huge virtual memory and faster everything compared to cheap usb sticks.

some tweaks don't work on later versions, but it won't f*ck up your installation seriously.
I'd suggest to customize your windows with MSMG toolkit yourself. my customs win10-1703 uses only ~8 GB space and has everything removed what MSMG offers + some tweaks.
