I know some exchanges don't have transaction fees like Poloniex, fatbtc, Bittrex. But I think they will have to ask you some information and give you some small requests to meet. good luc...

You can trade your token in forkdelta or etherdelta without any requirements. Most decentralized allow listing tokens for free. The idex is a good decentralized exchange for list tokens. You have to apply for listing.
