Yes. AMD will give you a copy of their reference design which includes the schematics, parts list, probably gerber files for the board layout, and maybe even reference drivers.

I don't know who the distributor for AMD is, but Avnet would be a good place to start to buy the GPUs. Unfortunately, they are probably on allocation given the worldwide demand for graphics cards.

You'll have to hire someone to assemble the boards since fine pitch BGAs are outside the capability of most hobbyists (and Microsoft too )

but i am still gonna build me a gpu cooling block anyways for under $60.
Got a bench drill gonna buy a copperflatbar $40 and a pump $15.

If you decide to do it, do it right the first time. Half ass job only cost you more

Pump is the most crucial part of watercooling.

Also not all pump works the same, i advise to you step back and rethink your idea.

sell your idea to card manufacturer.  or file a patent then try to sell.  since you're gonna make one, there's your prototype.

Sorry to burst your dream, Nvidia has already done it with the Telsa blade, hook up directly to bare metal VWare.

nope, not possible. do you know how much R&D goes into building these GPUs + PCBs? even if you have the knowledge, you're not going to have the equipment at home to do it
