There was a topic not long ago comparing OTC services with actual exchanges and the result was clear: this kind of service is OK only for small amounts of money, since exchanges have quite expensive withdrawal fees. I guess that various services have various fees and requirements too. Clearly it's not cheap. OP mentioned ATM and those aren't cheap either. Having them hidden in the exchange rate, on one hand, can at least mean that they're all in one place and it's easier to calculate (the loss/premium caused by the fees).

Dutch company Bitonic has been in Bitcoin much longer than me, and I've used their services several times. I've never used "Bits" though, as it's much newer.
Since Bitonic buys and sells Bitcoin by themselves, their exchange rate is a tad worse than most exchanges. But the withdrawal fee is better, so as always: compare rates before using a service. It may be a good option for regularly buying small amounts of Bitcoin.

They are called instant exchanges and there are a lot of them, but because of the fees and rate they come with I wouldn't want to recommend any of them, each one that I know to have been around for a long time comes with baggage so, your decision.
Just look for sites like changenow and changelly.

OP wants to go to a website, select the amount he wants to buy and pay with a card and get his coins the next moment, not to engage in trading with others, and no P2P decentralized exchange can deal with cards, he will need to go through a bank account, wire, or SEPA which is nothing like an ATM purchase.

The exchanges mentioned above are what you need. I can't find any of them but as said, it's easier if you'll just buy a fiat>stable coin and have it convert to a swap.

That is the function of decentralized exchanges like https://bisq.network/, https://hodlhodl.com/ and https://localcryptos.com/. All bitcoin bought will be directly sent to your bitcoin address.

As far as I know Canada’s Bull Bitcoin does it this way, and with the coins coinjoined as well!

But obviously this isn’t the best user experience hence why like 99% of exchanges allows to have their users a custodial wallet; it’s simply easier for the users to have a custodial wallet despite holding coins on exchanges being frowned upon.
