Because Payoneer bank numbers aren't nominatives and UpHold accepts deposits only coming from a bank account owned in your name. You can't make deposits with the account of someone else (and so Payoneer).
I think you will get the same problem if you try to deposit money in an exchange because a lot of them don't accept deposits coming from an account you don't own.

Also, just to warn you, Payoneer forbids transactions related to digital currencies. I would rather transfer the funds out to my bank or to deal with someone here or localbitcoin.

I guess that the best option for you, as a US citizen, is coinbase. Although, I'm not a frequent coinbase user (am not a US citizen but i used coinbase for store in the past) but I think they are still one of the most reputable availabe services in the crypto market.
In my opinion, it is the number one choice for ACH transfers with a friendly-use interface. Note that the fees are relatively high for all the services it provides. You can overcome the deposit/withdrawal fees for ACH transfer by using the pro version of coinbase called GDAX; the user interface is a little bit hard to understand for a beginners, as it's targeted to the more experienced users of coinbase.

The problem with Gemini is that it's not available, AFAIK, in all the US states, so this option is only viable if you are in a state that they operate in.

I know a service(Uphold)like this and they have high security, so I verified my account by passport but I can't add my ACH bank(Payoneer) transfer now, it says invalid. when I contract with  Uphold and they told me to give them Bank statement or a photo of voided check and I provide that to them but they say, my name or details not clear and invalid, if you know any solution or any service which support ACH payment, just let me know please, Thanks in advance.
