It seems that all exchanges want huge amounts of BTC in order to get listed some new coin. Anyone knows about an exchange that lists new coins without asking big amounts of BTC???
Imagine that you're an owner of a newly launched car repair service. In order to offer a fast and high quality service you have to buy a lot of tools and equipment for different kind of repair work. You probably won't buy all the possible tools, equipment, spare parts for every car from every manufacturer. You'll make a research and make a list of the most popular vehicles in your area. That car owners will be you main customers and they will potentially provide the major part of your profit. Then one day some customer asks you to do some easy-looking repair of his rare old car. You quickly make a calculation and understand that that repair would cost $10 for usual customer who drives a popular car. But in order to do that easy repair for a rare car you have to additionally buy a $100 special wrench which you don't have and which can be used only for that kind of car model repairs. That makes you getting additional $100 expenses instead of profit at this situation. You don't know if there will be enough that kind of cars in the future which will need the same repairs so you could cover your expenses and get profit using that expensive $100 wrench. The only way for you in this situation to cover that potential losses is to charge enormous $110 bill for the easy repair. You doubt a little about the repair price so you check your competitors' price lists and find out that they also charge $110+. Now you charge $110 without any hesitation and don't take any risks of getting expenses instead of profit or loosing your customer.
The same situation is with exchanges. They make their profits out of trading orders by charging fees so they're interested in adding only coins which will be traded well. As they cannot know for sure whether a new coin will have enough liquidity in the future or not, they charge huge fees to mitigate their risks. That's the reason you won't find a reliable exchange with free coin listing option.

I also don't think there is an exchange for free listing with an active users. You have to pay some bitcoin to list a coin dear.  Undecided
