you have to have a higher rank than newbie status

you won’t be able to make an official announcement of your ICO until you get out of “newbie” status.

One more rule to make sure you adhere to (and it's incredibly important, albeit informal)...

Don't lie!

Be honest about your approach, the utility of the token, the distribution rules, the ICO timeline, the list of exchanges that are preparing to support your token (or lack thereof). It would also be refreshingly wise for you to provide guidance on how people can trade your token after the ICO...contrary to whatever your hope is for the future, trading these ICO tokens is a primary motivation of a significant number of your interested parties.

★Bitvest.io★ Play Plinko or Invest!
As per the guidelines given above, you may want to avail the copper membership ( https://bitcointalksearch.org/topic/m.24371150 ).

While you are a newbie, you can't post images which will make you hard to read the content of your ANN so by purchasing it, it will allow you to post image.

Slava Ukraini!
You should read these topics before making ICO ANN. There aren't many specific rules for ANN threads, in general you shouldn't break any of Bitcointalk rules. Most important thing - you're not allowed to use so called ICO's bumping services. If you will be caught doing that, your ANN thread will be trashed.
