There is sometimes some delays on transactions, it may take up to one day

You're bumping an old thread, OP reported this problem on November 4th and it was not the network problem but LBC was having some technical issues (as reported by them on their twitter)  and due to which the transactions were delayed and I assume OP's problem must have been resolved but he forgot to close the thread.

On normal days withdrawals from LBC are usually instant.

It seems to be an issue with their system, not the network. If your transaction is valid and has sufficient fees, it would be broadcasted and relayed over the network instantaneously. Confirmation time is another matter, it is quite fast if you pay at least 0.0001BTC/KB.
Check here http://www.cointape.com/. The network seems to be busy recently. The fastest and cheapest transaction fee is currently 80 satoshis/byte, shown at the chart at the moment of my writing. For the median transaction size of 334 bytes, this results in a fee of 26,720 satoshis.
Based on OP, there wasn't even a transaction broadcasted. It isn't about the confirmation time.

These estimation services aren't always accurate as not all the transactions are seen by them.

the problem is on their system and not on the network, as long as they sent the transaction you should see it broadcasted in the network all you can do now is wait for them to send it

I believe too.. It's should be a problem with their system not the network.

3 hours passed but nothing received. I requested to withdraw all of my BTC in LocalBitcoins. Bit nervous!!

I did. I think it came a few hours after I requested the withdrawal.

Your funds are safe and are either with them or have been sent to you. I think they are having some technical difficulties as yesterday I tried to withdraw and I received a warning that the withdraw would be delayed due to hardware problems they were having.

I made a withdrawal via LocalBitcoins 2 hours before and so far not received to my wallet. (not even a unconfirmed transaction status). It still in the Pending Send to ****************

I contacted the customer support and they said

Hi,

I'm sorry for the delay. Your funds are safe and will send momentarily.
