Indian credit cards are 99% rejected on most international websites; For me they never seem to work on Circle etc.
If you want to bank transfer to CEX.IO from your Indian bank account, you have to wire their account with extra bank fees and the bank clerk will ask you several thousand questions and forms to fill up.
Just buy via Localbitcoins.com and build the local bitcoin ecosystem than sending your money to exchanges out of the country. If you buy from LBC you are keeping the money within India itself and also allowing the LBC trader to make a few bucks as commission, thus helping the overall Indian Bitcoin ecosystem.
