I believe that archive.org do a fairly deep crawl through bitcointalk.org, but it depends how long the thread was active. If you give an idea of what you are looking for, then maybe someone can help you in detail. There is also bitcointa.lk but I am not sure how their mirroring service works and what it'll catch.

As far as i know, when a mod deletes a thread, it goes to trashcan.
If you try to access the thread from the trashcan then it'll come up with an error saying that it is off limits to you. If you really need a thread for something then if you ask a mod about it, perhaps they will be able to let you access the contents of the thread.
If the OP deletes his own thread, then i'm not sure. I think it may be gone forever.
