https://hodlhodl.com/ is a decentralized exchange, even scammers can try to make use of a centralized exchanges, they can be more common on decentralized exchanges, it is you that should be careful with them, anywhere that money is involved, scammers are present there. Just for you to follow ways you will not be scammed, like not relying on credit alerts from bank but checking your account to make sure your funds as been credited before releasing bitcoin from escrow.

About ChangeNow, the accusation against them can also happen to Changelly or other instant exchanges, if you send them fund already, they can seize your fund and request for KYC, this is one of the reason people should not use any instant exchange, but if they want to use it, they should know their privacy can be leaked by instant exchange demanding for KYC before releasing your coin you exchange to.

The best among the exchanges are decentralized exchanges like https://localcryptos.com/, https://bisq.network/ and https://hodlhodl.com/, others have means of demanding for KYC.

Be careful on using this instant exchange on both Changelly and ChangeNow it's own by the Russian people and you know Ukraine and Russia are still at war.

I would recommend using a well-known exchange instead there are still some exchanges not instant but you can still able to exchange without KYC and withdraw with a limit.

Try with FTX.com exchange
there is no mandatory KYC (for now) and have a large volume, so it is quite good for trading.
In addition to all this, they have low or even no withdrawal fee for certain amounts.

I think most of the exchanges today need KYC and this is to avoid AMLA within the country and they might get sued if their accounts can withdraw more than the limit just like Binance and Kucoin. I don't recommend some unknown exchanges since most of them are getting pretending to get hacked to do exit scams.

That is fixedfloat, they're easy, quick and no need for the kyc as you just have to send the amount and crypto that you want to exchange.

I think hugeblack has given the solution what OP looking for. A few centralized exchanges still allow trade and withdrawal funds with limitations like KuCoin. But anytime they would change their terms and conditions. So once you have been using centralized exchange always should be ready for KYC verification. Otherwise, you should use the decentralized exchange to avoid risk. Also, some reputed instant exchange would solve your problem, but still, they could ask. It's hard to do something without KYC nowadays.

Best decentralized exchange you can use without kyc is Bisq.network, you don't have to send any verification documents and you can trade with coins and fiat currencies.
You are holding private keys for your coins in non-custodial wallet so you don't even have to withdraw them to other wallets if you don't want to do that.
Instant exchanges can work but they have much higher risk and some of them are known for holding customer funds.
