Its done to the new coins so they can be instamined by the developers. That way they can dump those coins while they hold onto their premine for dumping later.

I mean, i see tons of new coins that retarget every 1000-4000 blocks - why?

It doesn't hurt the coin to adjust faster, it's most likely the opposite - it gets raped on release until diff hits, everyone switches, leaving the coin crippled like bacon with hours of blocktime instead of minutes.

So my question, is there another reason than ignorance that almost no coins is going for fast retargets? Like 1 (XPM) to 100 blocks max...does it put stress on the network or something?
