Got this message from Bitmain after wiring them money for two Antminer L3+s. I have a receipt of the exact amount that I sent them, yet they are telling me that I owe them another 40USD? Let me know, could this have anything to do with their servers being compromised yesterday?

I'm guessing your bank charged you $40 wire transfer fee, which goes off from the top, so the receiver will receive $40 less of what you inputted.

For example, if you buy something for $1000, and you enter in $1000 to wire, and there is a $40 wire fee, the receiver will get only $960. So for the receiver to receive full funds, you'll need to enter in $1040 to cover the wire fee.

Hope it makes sense.

Nope this is what my receipt says: So maybe their bank took another $40 off the top? I paid Canadian so this $40USD makes no sense from my end..

Maybe they were also charged $40 for receiving the wire. Have you shown this receipt to bitmain? Have you called your bank to confirm?
