Going by the meaning of spam, it falls in spam category because the said user posted that same post in bounty board and at least in three other local board. It's an advert to promote their probably scam exchange/project. This is more reason to stay away from whatever service they're offering since the person in control of their BTT account is not serious or care to know the right place for their marketing and promotion despite paying for copper membership account. It's a sign that you are responsible and reliable if you can keep to rules of wherever you find yourself.

I doubt the OP of these threads is a native speaker of the Indian language, Nigerian Pidgin and Chinese languages. It’s likely he used a translator to make the posts in the various local boards. This act goes against rule 27 and ideally he could face a temp ban for it.

No it is not allowed since the content is not translated into the local language. Just report it to the moderators as "duplicate posting" with a reference to the original topic.

I'm not mod to respond, but IMO, such things isn't allowed. This dude simply re-posted same topic in multiple of boards of English speaking countries, it's not translated version of announcement. Only topic in Chinese board is OK, as it was translated to this languages

According to the rule 12 stated above, the OP of those thread is actually going against the forum rules (rule violations). The same thread he opened on the Chinese board is translated but that on the Indian and Nigeria board is same thing. Such act is not allowed here, so it probably can be considered spamming.

I visited my local board, and I saw one user post a bounty thread on it. I wanted to direct him to the right place to send it, but I saw that other users had already done that. Upon checking his post history, I noticed the user had already shared the same bounty thread with the same content on three different local boards, and only the one on the Chinese local board was a little bit translated.
