Personally I wouldn't count it as such due to it not being a considerably long amount of time between the last post and the bump. The quality of the post is less than good, though that's a different issue.
Just click the report to moderator link and let the moderator of that section decide if its indeed grave digging.
Last post in the thread was October 20 nd someone bumped it on November 18.
I thought bumping old threads are not allowed. Their posts don't contribute because it was already mentioned several times they just repeated it and rephrased it when they bumped the old thread.
