Yes,it is merit begging and I saw many users who posted these kind of posts got negative trust from @TP and @Lauda for merit begging so most probably the user GmBoom also will get negged soon.
I haven't been tagging merit beggers, much less suspected merit abusers--not consistently, and not in quite a while, anyway.  I've seen other posts with mild begging like this, and I've just reported them to the mods.

I highly doubt this guy will get tagged.  Theymos doesn't want DT members to be that hardcore in tagging people like this guy.  I would probably just report a post like this one, although most of it is just him whining.  Definitely doesn't deserve merit, however.  I haven't looked at the rest of his posts, but I bet they're a bunch of garbage.
Ohhh I see,you were not tagging these kind user so maybe it will be Lauda but I just said in common terms if someone asking for merits volunteerily then they should be considered as merit beggars but tagging them will be based on the decision of DT members maybe some other DT members will consider it as merit begging too.
I saw his post history he is trying to improve his quality os post for the sake of participating in bounties. Grin

If there is anyone to blame in this case then it is FreeAirdrops who has given him a Merit for a post which doesn't deserve to get any Merits, but, since it is not plainly begging for Merits, you cannot blame OP for that. Someone, who is handing out Merits to a person who is confessing himself that he is a bounty spammer but also saying that they have been making efforts to get Merits, should at least check their post history to make sure if they are right or it is just what they think. That guy has said that he has been trying to make good posts, but while checking his post history, the only noticeable thing I could find was this thread where he copied and pasted some stuff from other sources and compiled them as a thread and posted it, which is not what I call "a good post" as there is no effort made by him in that. If you are Meriting a person who has made little to no efforts in improving himself, then no matter how he is, you are responsible for providing him another chance to continue doing the bad things he had been involved in and was demoted from his rank for good.

Came across a post on Altcoin Discussion section where a former bounty hunter writes,

Recently we have notice that there was a slight update on bitcointalk forum regarding our ranks from Jr. Member back to newbie rank if you don't even have a single merit. Sad to say, I have only activity point, so mine got reverted. And on that time, I still joined in a signature campaign, a good one, and I have a good track of stake that has no blank on the spreadsheet, and sad to say, when the update has done after a day, all of my stakes got void due to the fact that I am newbie again.
The bounty manager give me time just to recover my rank. He give me days. On that, I tried making good posts count just to make sure that I can get merit point. I really don't care how much merit point I can gather, even a single merit would do just to retain the rank. But unfortunately I didn't earned even a single merit.

Well, from now, I keep making good post, hoping that there would be a good heart that would give me a single merit just to continue and reclaim my bounty stake.

How about you folks, did you also have the wrong timing?

P.S I don't feel embarrassed by the forum because of what they have done. In fact, I love it because they can stop the other accounts that has a multiple account farming, and to retain a good post thread. Bitcointalk forum only makes update not just for their own good, but the good of others also.

And he gets a merit? Do you think requesting merits just so people can claim their bounty stakes is the ideal use of merits? Aren't they intended to rank deserving members up? The above case voids the purpose and thus, a negative should follow.
