Is there any chance to know that if certain someone has rank up due to merits and those who already ranked up or high rank prior the implementation of merit system? <...>
I assume your local board is Pilipinas. Being so, this is the list of those that have ranked-up there, needing merits in the process (207 profiles):

Observations:
-   Probable initial rank is the rank at the time of the Merit System Kick-off.
-   Current Rank is what it says.
-   I assume someone is from a local board if they have received at least 1 sMerit on that local board at some point (they may not be regulars there though).

You can check the history at Loyce.club  or bpip.org but if you do not want to go through these sites and want to know quickly you just check the merit history of a person. If there is zero merit in last 120 days and a person is full member / Sr member / hero member etc, then for sure he has got those merits airdropped. A person who is making quality posts it will be rare for him not to get any merit in last 120 days. Although this method of knowing merits is not 100% authentic, but in most cases you will get the right information.

It’s not the Merit Dashboard that is going to be discontinued really, but the Merit Network and Trust Network projects (both of which were discontinued on the 03/12/2019 due to Google trashing Google Fusion Tables).

http://loyce.club is the best tool to get the most accurate personal merit info at the moment.
https://bpip.org is also good and precise but some merit information isn't accurate enough.

You can try the latter suggestion but you can do the thing here too AFAIK, on the mighty Bitcointalk Merit Dashboard by our very own DdmrDdmr.
It so sad that the website DdmrDdmr's tool uses is going to be discontinued at the end of this month AFAIK, I am not sure if he has new plans to continue with the project on another platform but his tool is also so awesome in terms of merit stats and analysis.

I'm thinking cause Ive have a contest in our Local Group that needed as well 5merits. Though the merits could be gone on personal merit profile once it reaches more than 120days right.
Well, that depends on your rule/s about the needed merits earned because if you just said that a certain user just needed 5 merits to be eligible, then, a Jr. Member can be counted as eligible for that but if you say so that you must at least have earned 5 merits on the past 120 days that's easy to tell you just have to Click their profile > Merit > scroll down below if they earned the required merit or not.

You can use loycev's or bpip.org to get the actual received merits for any forum member.

To make things easier:

Install BPIP.org extenstion on Chrome brower.

Then you can see something like this


By using this you can easily redirect that member's profile page on bpip.

You can check number of received merits in BPIP or Loyce.club.  Then it's easy to understand how that user has achieved that rank.  

Example:
According to Loyce.club, you have received 290 merits until December 13, 2019. Also, according to your Merit summary, you have received 7 merits after December 13. So, you have received 297 merits totally. As, you have 307 merits, you have 10 airdropped merits.
You have ranked up from a member to a senior member.

I'm thinking cause Ive have a contest in our Local Group that needed as well 5merits. Though the merits could be gone on personal merit profile once it reaches more than 120days right.

For example
A Sr. Member has 250 merits exactly but he rank up from Full Member but all his received merits gone already on his merit profile someone can say he ranked up before the Merit implementation but the truth is he advance from Full member then suddenly becomes inactive for let say 4months leaving his profile zero merits received.

Hope someone can have a good solution/way to know this. Thank you.
