Send a PM to one of the mods or staff members, I don't know if there's really an official channel for it to go through the staff tend to just react to things when they're online. Yes, if you're getting banned because of spam, it's your own damn fault, you should also be aware that creating an account to cirumvent the ban to spam more is going to get you in worse trouble.

Edit: lol I didn't even realise there was an email, I need to learn to read too Sad I just don't have to worry about getting banned on this forum.

I would say that the risk should be overall low if, after you buy the account you make nothing but constructive posts. There may be somewhat of a risk when you first purchase the account that it gets banned by shit posts by the previous owner right before you buy it.

They won't get banned if you make quality posts from them. They'll only get banned if you post half-assed rubbish, but the accounts could have been previously banned before and on their final warning etc but that's the risk you take when buying accounts.

The 14 day ban one will obviously expire in a fortnight. The others are very likely perma banned and there's probably nothing you can do about it as a ban appeal will likely be fruitless, though you can send an appeal but don't expect a response. Are these your accounts you're concerned with or just others from general observation?

No that's not mine.
But i was planning to purchase some because the ROI is awesome when purchasing bitcointalk accounts.
But these bans may can Create problems so i am Giving up my Thought of purchasing because i don't wanna invest in Risks

The 14 day ban one will obviously expire in a fortnight. Yeah, as above, it's likely a permenant ban. People can easily avoid these bans by putting a bit of thought and effort into their posts. Don't ruin and spoil the incredible opportunity to get free bitcoin the easiest way there is.

So the one who is (14 days) Is temprory ban and will be normal after 14 Days
But How to recover the Permanent banned account, no ways ?
And the third one who says to Appeal to mentioned Email, Will it be recovered and in which way and how much time it will take ?

That (14 days) states for how long the account has been banned.
If no period is reported, AFAIK it should be a perma-ban.

I saw many people is Getting banned faster Now because of Spamming posts or the posts having no Solid meaning Which is Very Good for such reputable discussion Forum
