Drones of course have no military value in the current tensions there.

But they are a major psychological uptick in the perceived threat by the North. Simply by playing newsreels from current conflicts elsewhere, the NK govt can show that the U.S. intends to target and kill individuals semi randomly, as an attempt to weaken the whole govt.

It is like the strategy U.S. police use to "provoke" a crime so that they have more freedom from scrutiny of their later action. Waco was probably the most famous example. Police put loudspeakers blaring obnoxious music so loud the people could not sleep nor talk, hoping that the people inside would throw a rock or something to justify a military type assault. Of course in Waco, years ago, the people just put in earplugs, so the assault was started a different way.

Nowadays is drone placement the military equivalent of blaring loud music at your opponent? Is it an honest tactic?
