I would like to add this incase all suggestion above doesn't work I have backup files of all vcredist this is what I installed when I have experienced some errors on using Electrum on Windows 7.

Then use the install_all.bat to install them all. It should fix your issue

If you don't trust my link you can download it directly on Microsoft one by one and use that as your reference.

Previously I remembered some tips in one of the old posts in the Electrum thread on the local Indonesian Board to solve errors when using Electrum on Windows 7. However, some of the links are no longer accessible.

I read the following article (in Indonesian) to solve the problem "The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer".

Electrum or any software that has an error when opened in Windows 7, one of the possible causes is that vcredist (vc_redist.x64.exe / vc_redist.x86.exe) has not been install properly.

Maybe you can try installing vcredist 2015 to solve the error on your windows too.
That's what I suggested that he should do in my previous post. The source I shared recommends installing that together with the KB2533623 update (it it's not already part of your system). Considering that MegaVlad hasn't been online since the day he opened this thread, he has either already found a solution to make it work, or recovered his wallet in a different software.

According to a source I found, you need to have Service Pack 1 installed with your Windows 7 OS. it's also asking to have the update KB2533623 installed and vc_redist.x86.exe. If you have a genuine Windows 7 OS, you should keep it updated nevertheless. Consider upgrading to Windows 10, because Windows 7 is an outdated OS.

Have you got the latest version of python installed. I'm not sure if it needs it but installing it might fix some system. Variables to get electrum working.

Check if you already have this update in your Windows7 PC: KB2999226 - update-for-universal-c-runtime-in-windows.
Select the proper download for your Windows version from the list under "Method 2" (Should be: All supported x64-based versions of Windows 7).

Hi everyone.

I have updated Electrum to version 4.1.5 from a very old 3.x.x and now the program does not start:

Fatal error detected
Failed to execute script pyi_rth_pkgres

P.S. Full reinstall, reboot, portable version - do not help, the same error...
