Try to swap cards in places, I had a similar cant ..
If it does not help, look more closely at power supplies, a marriage is possible and they do not give out enough power ..

Hello, I am building my first rig with 5 cards GTX1060 6GB, motherboard: ASROCK H81 PRO and double supply mechanism CORSAIR HX 750. When I made the format and installed the windows 10 PRO, the system recognize all the cards but randomly on two or three cards appears an exclamation mark with the comment "not enough resources"
Could someone please support in orded to solve the issue?
