I don't know exact reason why you not receiving sms verification code, because I never had similar problems with Coinbase. But are you sure that you entered phone number in correct format with country code in start of number? Maybe you have to try contact their support to resolve your issue.

I was trying to open coinbase at my mobile and I have enabled the mobile verification code. But from last few attempts I'm not getting the verification code. The number is correct but no response from their side. I tried many times, I thought maybe the issue is from my operator side, but I don't think so because after doing that much tries. Does someone else get this issue?

I just tried opening my coinbase on my mobile and when at verification process I was asked for the 2FA instead of sms.
Try to open your account on the web (from a PC) and try if you receive the code or not, if yes enable the 2FA which is better than SMS.
