Correct me if I'm wrong, I haven't seen a CPU that works with 20 watt TDP, not even the new CPU with very low nm and with motherboard the watt will be higher than 20watts anyways but since you will be mining with GPUs only your CPU won't draw high watts

No cpu that works with 20w tdp? Ryzen Mobile CPU´s have 10 - 54 watt TDP. Some old Phenom 2 have 25w TDP. AMD Athlon or Turion start with 12 watt TDP. Intel Core I5 4350U -> 15w TDP  Cheesy

There are plenty of low power cpu/motherboard combos that draw less than 30 watts under full load, some under 20 watts, including ram and drive.

The problem is finding one that can support above 4g decoding.

Even if GPU has TDP of 20watts your motherboard will draw more than 20watts to satisfy your GPUs mate, something around 50 to 60watts on motherboards only no matter which one you go with

In an effort to save watts and have fun, I would like to try to make an 8 gpu rig using one of those cpu/motherboard combos that typically have a tdp less than 20 watts.  To run 8 cards, I just need 2 slots feeding 4 way pcie splitter cards.  But I also need the "Above 4g decoding" bios option.  Is anyone aware of any combos that include such?
