That BTC-E transaction ID #210354623 is from December 18th, 2013. But the indicated date of the transaction is January 8th, 2014. So I'm betting that BTC-E's system is REALLY fucked up and that .2 BTC never went out. So basically you can pay D05GTO any time without worry of inadvertently paying him twice Smiley

The blockchain is the only definitive proof. BTC-E's html might say the transaction went out, but that's just a cosmetic confirmation. The proof is in the blockchain, but that's between you and BTC-E.

To OP, dispute it thru PayPal first, if you do a chargeback before disputing it through paypal then you lose PayPal protection.  If JB isnt scamming, I'm sure he could post more than a snippet of a screenshot that could easily (probably) have been photoshopped.

Thanks, I was thinking about doing that but held off to see what Paypal does first.  Since, it's so little I'm not really concerned.

I understand where the story you tossed out there about a 21 day hold on funds came from - eBay holds PayPal funds for 21 days for purchases. There is no reason that would apply here, as I'm almost positive that there is not a 21 day hold on funds sent as a Gift.

Just post the TXID and the matter will be cleared up, I'm sure.

This is a valid reason but obviously he should have known the risks. When you first create a new paypal account and receive payment it takes 21 days to clear. If you did not send this as a gift then yes it will take 21 days to clear. The right thing to do would be for him to refund you OR him send the agreed amount to an escrow for 21 days.

Nah. It says the payment is on a 21 day hold. Do you mind waiting 21 days? Ill setup a scheduled BTC transaction for then. I tried to process a refund but it would not let me.

Yes i beleive it did but the funds are placed on hold for some reason in my account.
 
 

Additional Notes: No BTC was ever sent to my address.  So, I disputed the transaction through paypal.
