Why JumperN hasnt been banned yet?

I dont think this is ever going to be sorted out;

I checked the blockchain; he has already moved the bitcoins away to another address

infact he scammed (probably) another victim; received the bitcoins on the same very address and then transferred those to some where else

so its not like that he is offline or involved in some emergency; he is continuously scamming people and moving the money;

not many bother to report for USD 45. I did to warn off other people.

Okay. I see this on their profile:
I'll give them them benefit of doubt for another day or two. Hopefully this gets sorted even though that's not probable.

Looks good. Where is the outgoing PM that shows you complaining about the transaction, but he/she doesn't bother to respond? If you upload that as well, we should have sufficient evidence for your claim.

Yeah, it's a nightmare. Have you looked at the 1 negative rating (that is not seen by default)? He seems to have been accused of scamming already, but there is inadequate evidence to confirm what has exactly happened:

JumperN was advertising on this form selling Paypal accounts; being a full member. I paid him 45 USD worth of BTC 0.05 in return of fully verified australian business account. After receiving the BTC he simply vanished

Us paypal account have limits and get limited or you get shut out of the account very easily and it needs constant verification, you can only withdraw funds to a USA bank account so it's a disadvantage if your not in the US.

Australian paypal accounts don't have those issues, you can link a vcc and withdraw the funds then buy btc directly and if you have a vpn you won't experience any issues like with a US account.

Yes, not an issue, once half the btc clear i send you the account you pay the other half i send you the documents and information on how to withdraw funds to a card then to btc
