Are you sure 360 seconds have passed since your previous post/PM? It's probably not someone else on your IP, but rather you trying to send a PM/post again before the timeframe has passed.
If you are sure that didn't happen, go to your router admin page, log in, and check which devices are connected. Match the connected devices with your owned devices, and find out which isn't yours.

I'm the only one on my IP. I tried to post but got the message 'The last posting from your IP was less than 360 seconds ago'. Is there some way I can find out who else is on my IP?
