People do add notes to advertise I don't know why though I can't imagine it gets much attention.
It's really cheap as you can send it almost for free.

Yup! I mean, we're talking about those things this very minute, so it actually got attention! During the 1Enjoy 1Sochi spams back in January the new tab on /r/bitcoin was full of people asking what those transactions meant. It's effective, indeed!

I never got anything random from anyone.  Sad I guess luck is not on my side. Even small amount would be very motivating I think.

Look it up in the blockchain. I recently got 0.00000001, but it is from an address which was spamming those transactions.
yes i also received payments from the spam
but I did not understand what he meant
They probably added a note to it and used it as adiversment...cheap adiversment.

Well you will have some other transactions in future you will not know who sent you what, trust me. I gave a free bot for gambling at PD and somebody sent me 30$ and i didn't know who it was, the donor never said hello. I'm very happy, but i'd like to say at least thank you to the guy and i'm unable to.

It is likely some kind of advertising spam trying to get a lot of outputs from a specific address that links to another website (likely some kind of casino)

You can always post the address here or do a quick search with it and you'll often be able to trace where it came from, but it seems somebody has pointed out where it's from. I always get a little paraoid when I get random money sent to me for some reason.

Just wondered if anyone knew what this is for?

When you spend money your wallet will take that .000199 plus any other coins in other addresses you own and then send them to whoever you are sending money to. So if someone wants to know which other addresses belong to you they can do that by looking at the blockchain.
No, these 1sochi and so on adresses sent that small ammount as they used note for adiversing.
