I don't know which type of ANN thread you are looking for, but if you are trying to join a bounty, your rank is too low to get a good reward, and now the quality of the bounty is very bad, and many of scam projects, so I think more of this may waste your time.

I'm kinda lost too in where I could start answering your question as it is too broad to answer a correct of what ANN you're looking for. You can refer to the links given here or you can search it yourself here in bitcointalk by using the search feature located in the top right side of the forum near the magnifying glass.

You have gotten your answer form the two replies above me but I would add in case of future purposes you have a search option at the top you can use it to get information you need
There are quite a number of ANN boards on the forum depending on the specifics of what your looking for, you could toggle between Marketplace (bitcoin) and Marketplace (altcoins) and check the child boards for Service, token and bounty announcement threads.
