I felt the same way (initially) but he/she, keeps on violating this simple rule (even after being warned) and IMO, that should be more than enough to add more weight to his/her punishment.

On "May 17", I noticed him/her doing it again (I failed to archive the initial bump, due to being at work and thought he/she has already changed [I was wrong]) so later on, I went ahead and reported this user with the "last few bumps (multiple posts and a bump) of the day" (still "Unhandled"):
Today, I noticed the exact same behavior from him/her:
