No,We have 22 official languages and English is also one of them which is a common language among Indians. Most of us study English language from school itself.

It's definitely a good news for all the crypto lovers but we have seen similar statements from many of the state ministers from many state governments. I think Central government should think about it and increase the support towards cryptocurrencies.
Yes it is very good news for people of India who are interested in bitcoin trade.Because they should get some exposure by this seminar and will not face any legal problems.
This is what is required in India by holding seminar and asking the experts to make the government understand about its advantageous and its impact on the economy in coming times. How this could solve many problems and create a new employment generation as many startups could be based on using the block chain technology.
This is really great news that the state government is stepping up to provide a platform for everyone to understand how Bitcoin works. Living in Bangalore, I will definitely be a part of this program and try to make the most out of this. Thank you for bringing this to light OP!
