I see police as being the product of rarely being held responsible for their own violations of the law. Their abuses aren't because of who they deal with, it's because of what they're allowed to get away with. It's why you see police forces in affluent suburbs get away with civil forfeiture abuses, and why there are inner city officers who deal primarily with low socio-economic citizens but do so respectfully. It's because of the system of accountability over the officers in each force, from the top-down and all around.

I would say that in many cases the local police are a product of what they have to deal with on a regular basis and the types of people as well. If most of your encounters are just traffic citations and your steady diet of small time misdemeanors, the stress levels of the officers is much lower than say Chicago where you're dealing the majority of the time w/ gangsters and everything that stems from those people. Hence, cops in these areas are more prone to be on edge and less respectful of individual rights as they're always looking for an edge in tackling their day to day routine of misery. The war on drugs creates a lucrative market for those that have nothing to lose and are proficient at using and willing to use deadly force. It breaks down neighborhoods and young kids grow up too fast on the streets.

russia and china yes.
iran and north korea no, even though depending on the lawsuit it might still have a chance - case to case basis.

but at the end of the day what counts is if there is a change.
