1. Change 1MB block size hard limit to 8MB.
2. At each reward halving block, starting at block 420000, add the average block size of the last 210000 blocks to the block size hard limit.
Example: Average block size for blocks 210001-420000 is 2.3MB, block size hard limit for blocks 420001-630000 is 10.3MB.
Motivation: The block size hard limit grows in a predictable manner that reflects use. Miners can fill blocks to push an increase in the hard limit, but growth cannot occur at a rate that threatens decentralization.
Compatibility: This is a hard fork and should only be deployed with widespread consensus.
