I don't think the protocol broadcasts remaining balance as a transaction, but I might be wrong.
Yeah, it does. Due to the way the technology works, you have to spend all of the money you got from a previous transaction. So if you ever got 500k in one transaction, you have to take all that, send 1BTC to someone, and send the 499 999 BTC to a new wallet address. Or if you use a custom client: to the same address again.

Hash rate does NOT indicated a 51

Since when is the hash rate a reliable indicator of a 51% attack in progress? Sure I mean a large drop in hash rate could mean a pool operator gone rogue, but other than that, what?

The transactions started at the same time as mtgox manipulation.

I'm assuming it's 15 small spends from a wallet with a large balance. (So the larger amount is returned to the wallet as change)
Not so exciting.

People moving coins into the exchanges to cash out maybe?
That would cause a MASSIVE drop.

  Works for me.  Excellent opportunity to 'spread' the wealth as people buy it up cheap.
