I think this topic has been thoroughly derailed. It's not about immigrants, and not about UK.
The few relevant posts so far are:
Latvia has about 267000 of people, who are deprived one of their human rights, by being denied a citizenship, when though there were born, grew up and are working and living in Latvia. These people are mainly Russian-speaking, and are
collectively referred to as "non-citizens" - or "negrazhdane", which is colloquially shortened to "negry" - niggers.
Now Latvian authorities want to use the Nazi Germany's model and put these people into ghettoes (or concentration camps), that would be guarded by armed guards.
A collection of signatures for this move, which reflects one of the higher European values, have already been started.

Lol, maybe they're saying that... However, there is a difference between what they're saying and what they're doing.
If you're really afraid of something then you
won't create a pretext for this to happen. Judging by their actions, there are two options:
1) They're stupid;
2) They actually
want that to happen.
Otherwise they wouldn't create such situation by stripping away the civil rights from 1/3 of population. But I don't think they're so stupid. It seems more likely they actually want that to happen.
Why would they want that? Who knows, maybe in order to get some money from the federal budget...
But they shouldn't hope for such ending, this won't happen ever. For Latvian government and for Latvian people it's better to realize the fact that nobody wants them to live in Russia. Yep, nobody here would even want to live in the same country with them. If they'll understand this, then their paranoia will be healed immediately. And they finally would be able to do something useful. Something more useful than constructing a model of psychiatric hospital on the national scale.

Small countries can be quite a bit paranoid if they have some far bigger and far stronger neighbours. Especially if they have a similar historical background as the Baltic states.
Snail2, Latvia, before 1917 was part of the Russian Empire and quite a prosperous region (for one example, check the early history of aviation in Russia). The same prosperity was there during the Soviet era. The Baltic republics were the most well-off republics, better off than even Moscow, which was a state within a state.
