It would have been interesting if you included the source of that information, so we will have to assume there is some truth behind any of that.
Probably you are talking about the security budget of the United States rather than some country of Europe, if so I would call all if this to be a consequence of the civil unrest the country lived because of the murder of George Floyd and the capitol riot which happened on January 6th 2021. Because of those events which took place very close to one another, the government saw the news to increase their budget on anti-riot spending and civil control units, so nothing of a similar magnitude will ever happen in the country.
Does not necessarily have anything to do with the phenomenon many call the "Great reset"
