 Politicians, soldiers, cops, judges etc derive their powers from Law/Rule. They are the extentions of the law or better still, they're tools in the hands of the law.
Imagine the law as person holding many sticks, the sticks are the Lawyers, Politicians, Army, Cops,  .. . The law needs the Sticks (humans) for tasks  it cannot carry out on its own. And the sticks are supposed to be held tightly or  bounded physically by Law else the sticks will do as they wish, which usually results in Corruption and lawlessness. Unfortunately, sticks(humans) can't physically bounded by law in the real World but things aren't that difficult for the Law in Cyber World.

  Law in the Cyber World
We could create a Cyber Nation that is mostly governed by Algorithm & such Nation would end up being the most efficient, transparent, honest and trustworthy Nation on Earth. This qualities ofcourse  cannot be achieved in real World unless with the use of Physical robots which I assume are bounded by rules.
* Please Note: For those who see this sort of idea as an attempt to replace Government..., if the coming together of Law and Human is what we regard as Government today, why not the coming together of Law and Computer Codes ? It is still Government in my opinion. By the way, nobody is eliminating  "Human-controlled Governments." We are just trying to create safe and efficient alternatives. If many people end up liking them, why not?
 For a Cyber Nation to be near perfect, there should be very few human involvement — Computer codes are more efficient tools, couple with the fact that they are bounded by rules. In cases where humans act in place of Computer codes, the environment is noticeably corrupt, unfair, bias, full of unresolved complaints and lawless.           There is a problem however, the Cyber World/Internet as we know it is very Centralized. Rules can easily be broken at central points— Hackers or  database admins could easily manipulate the rules, change, steal, or corrupt  the data.


Blockchain solves this Problem.

Blockchain is basically decentralized database. Data on Blockchain cannot be tampered with and We could use this to our advantage for the coming Cyber Nation.
 For a Honest, Just and Peaceful Cyber Society, humans must handover more controls to things that are bounded by law in the Cyber World. Law enforcement/administrating penality should be left for Computer codes while Humans focus more on making rules, crime reporting, creating things,  buying/selling of goods and services etc — computer Code are also be assigned most of these human roles.       
Talking of rule-making, every rule must be made with the consent of the community and Rules cannot be changed without broad-based concensus.


Brief explanation of how this will Work

Blockchain based Platform will be created to monitor our online activities and enforce rules. But first, rules have to be created and fed to the platform telling it what to do, the Platform goes to work monitoring our cyber activities and enforcing rules.        Usage: A new user registers on the Platform,  input his/her Biometric informations, (the Biometric will enable the Blockchain track his/her activities anywhere the Blockchain service is used on the Internet.). The more the Biometric IDs (Fingerprints, voice, palm print, face, iris), the better.  All the user's activities on every website he/she visits will be collected and recorded on the Blockchain. The Blockchain scores the user according to his/her activities, if the user  has bad reputations on website A, B, E & Z they're automatically collected and recorded on the Blockchain. If the total scores from all the websites are bad, the blockchain will score the user accordingly: user's overall reputations will be in red and that will serve as warning to other websites that plan to offer services to the user.


Here are additional advantages of such Blockchain:  it is Anonymous/Private,  can't be Censored, cannot be Altered, your data can't be accessed without your Permission, you even choose the kind of information that can be accessed


Finally,
Wonder why people always scream "Govt Regulation" when the issue of criminality arises whereas this system can be built & applied in Crypto World and achieve incredible results?
Why do people demand for govt Regulations which could desecrate the Crypto space?
What do you want from Human regulators that Computer codes cannot do?
This system is far better than human administration because it is Programmable(bounded by rules). Human aren't bounded by rules. We are emotional beings, lack self-control and easily corrupted.
