I read this that was only posted a few mins ago!

Seems to suggest that the PIN and the 24 word seed is needed. so now im unsure again :/
You are understanding it wrong.

b. the 24 words to reset and then restore the wallet.

I'm sure that you don't need the PIN because if you don't want to buy a new Ledger device, you can import your wallet in Electrum with the seed and without having to input any PIN.

After recovering a 24 word seed to restore the device, will it ask for my original PIN again or will i need to add a new pin?  
You will be able to setup a new pin. The older one is irrelevant.

So assuming that a thief who has heard of bitcoin, breaks into my home and steals my recovery words / seed, will they have access to my coins or do they still need to have the pin number as well?
They will be able to access your wallet immediately without any password or PIN.

Or assuming I were to die, and i wanted to leave any coins to loved ones, and lets say the device was lost but they have the recovery 24 word seed, would they will still need to know the PIN?
No. Only the seed is enough.

Basically when recovering with the original seed, is the original pin still required, or will the device accept a new PIN?
Only the seed is required to recover your wallet. You will be able to setup a new PIN.

I don't have one but from reading a little bit, it sounds like if there is a PIN to access the device if wrongly inputted 3 times in a row, the Ledger will self-destruct with all data on it.
IF the person knows the 24 word seed backup then they could setup a new wallet and restore coins that way.    However, there are different kinds of pins and you can assign passphrases to the PINS as well for extra layer of security.  For example:  You can add a password to the phrase and you would have to remember one more word (24 seed + 1 word) to protect it.

but * The main point is you should pretty much do everything possible to keep your passphrase only known by you.
