If the intention was to ban it. The govt can say it straight forward instead of saying "use at your own risk"... still people and media are filling heat of ban.

Most proactive they'd ever get is making aadhaar a more stronger beast in it's own right, i.e. if they add Blockchain in the mix. Which would mean, say hello to "Big Mitro" (Big Boss/Brother ka baap). Got arrested in DUI in 2001? awesome! pay 30% premium for your new car insurance in 2020.
They will try to limit Bitcoin usage, but would only end up pushing it underworld. They should really learn a thing or two when it comes to Bitcoins from US & Russia.

Nowhere he said that cryptocurrencies are illegal.. he only said that it is not legal tender, which he has said some time before too.
