Assuming you are a founder with an idea, you will need a Blockchain CTO, and the usual core team you will find in most Whitepapers. You will also need the Blockchain tech personnel, as well as others like social media managers, community managers for Telegram, etc.
You will need advisors. The good ones who will come on board only if they think your ICO is credible, and for some stake in the Tokens, of course.
Lastly, and most important of all, you will need the investors who hope to make money from the launch and uptick of your tokens. You can obtain their names from the Whitepapers of other ICOs.
An ICO launch is a costly process. Even if most salaries are minimal and deferred in the form of tokens, there are fiat currency costs, like the legal formalities, marketing, etc.
After all this, you will need to factor in the fact that the Indian Government doesn't really look very kindly on Cryptocurrency. In fact, there's a 'Laxmicoin' stuck in the works for God alone knows how many years.
That said, you can bring together a team, do most of the groundwork cheaply in India, and then head to Estonia, or any of the more propitious countries, for the actual Token launch. You could go to Zug, Switzerland; but for that you will need deep pockets, several generous investors, and expensive office formation technicalities.
