I think this part is going to make things difficult for you. Yes, there are a lot of unemployed developers out there, that might throw some of their time into helping you, but once they get employed, you would be back to square one. You should try and find some investors or donations to fund at least the most important positions and build from there.
Do you want to develop something similar to Augmentorsgame.com that are built around the Blockchain? That project was pitched on Shark Tank and it got some decent funding. It basically failed, so you have some big shoes to fill.
