I don't know what you're talking about, but the Lightning Network is certainly not "subscription based" - it's an additional layer onto the Bitcoin blockchain with a decentralised-ish collection of hubs.

Fees need to be paid to create and close LN channels, so everything settles on the blockchain eventually but a theoretically infinite number of payments can be sent in that time.

Just like current Bitcoin wallet implementations, most wallets which implement LN will most likely be free open source projects.

So the thing that is supposed to be the savior of Bitcoin fees can only work if under subscription based?
