Papal can be reversed
No, withdrawal from Paypal to a bank account can't be reversed so there's no risk for either one. Check Paypal's FAQ.

Paypal will hold any balances that are in dispute and release after disputed are resolved/refunded

I don't understand your service. Why can't the owner of the pp account just withdraw their own money?
There are many reasons like the pp account holders are from a country where pp does not operate or support to add bank accounts etc Other than that one reason i don't see why the owner would need withdrawal service. Btw if that really is their reason then they would need your service all the time regardless of their accounts being limited.

The number is also limited to a $100 figure which is I think only "limited" to people with good amounts in their paypal . You should open a service available to every single person using paypal .
I meant $100 and above balances and not worth my time and investment for any balance below $100 !
