I've noticed that I have CoinPricePrediction.com (http://coinpriceprediction.com/) in signature, instead of active link. Spent a lot of time searching, but didn't find a reason.
- Newbie: No styling (including links) allowed. Max 50 characters.
- Jr. Member: Max 150 characters.
- Member: Links allowed. Unlimited length.
- Full: Color allowed.
- Sr. Member: Size allowed
- Hero: Background color allowed

That is out of date. Here is the current information.

Perhaps the allowed signature styling should change with activity score / membergroup. Like:
- Newbie: No styling (including links) allowed. Max 40 characters.
- Jr. Member: Links allowed. Max 100 characters.
- Member: Unlimited length.
- Full: Color allowed.
- Sr. Member: Size allowed
- Hero: Background color allowed

Then newbies will be less effective advertisers, which would hopefully significantly reduce the incentive for low-content posts. And when people become capable of effectively advertising through their signatures, they'll have invested a lot of time into their accounts, and they won't risk being banned by spamming.

It should be like this. There are abundant Junior members who are mostly post shit. Their post histories are completely shit-show (sorry but I can find other words to express my ideas). Newbies only need to wait 6 weeks to become Junior members, and two Junior members equal to one Member in the signature campaign you shown (of course, if the campaign allows them to join). As you can see, it is much harder to get 10 merits and rank up to Member compared to create two new acounts and rank them up to Junior member. I hope that in the future, merit system will stuck them forever, and new rules of the forum will prohibit Junior members to join signature campaigns.

This is not correct. Member ranks gets almost double of what Jr Members are getting. Some examples:

Rates:
Jr member - .00075/week
Member - .0015/week

Jr Member with at least 1 merit - .00125/week
Member with at least 2 merit - .0025/week

You can observe similar trend in other campaigns allowing Jr members. These campaigns are allowing Jr Members even though there signatures are not clickable. However, number of such campaigns is very less. Regarding OP's comment that this is not justified, I guess ranking up to member level is not hard if someone is active and constructive with his posts here.

As new rules of bitcointalk forum, Junior member and below can not wear signature with hyperlinks (only Copper members can do it). So you have to rank up to next position, Member rank to activate hyperlinks in your signature codes.

As others already said, Jr. Members can't have clickable links in their signatures. But if you really need it, you can buy Copper membership which allows to have links in signature and also removes some other restrictions:

jr.membes can no  have signature links just rang Member and above
you need upgrade your account to enable the links in your signature

You will need to make your way to member status before your link is clickable, this is because there were too many Jr Members spamming up the forum with shitposts just to spread their signature link.
