I'm actually not sure what you guys should do about this. I was thinking, maybe lawyer up, not to sue anybody but to try to explain to Google that your app does not need any regulation, or perhaps send another kind of official document saying such, but then I remembered that Google (with its automated and/or outsourced support) would just ignore that kind of correspondence since they are just looking for a regulatory license - and since you don't need one, there is none to provide.

Thanks that did the trick I used my VPN and was able to download no problem. I'm based in the UK so access has been removed within the UK a VPN must be used.

Are you trying to connect to google play through TOR or a VPN? Make sure you're logged into your google account. It's odd that you're getting the same results on both devices. Again, I'm having no trouble and I just checked my phone and it's not an issue on that device either.
