Hi,

I develop the liskpaperwallet.com.
The entire source code is available here: http://github.com/rferro/liskpaperwallet
The application is fully functional offline. You can download the source code and run offline in your browser and inspect in/out requests in dev tools.
No information is sent out.
And it is not a web wallet, more like a address generator for cold storage.
The algorithm is the same used in lisk core.
Yes if you can run this lisk wallet generator offline better to run it offline and never save account details online. Put it or print it directly from that offline machine, this same goes for bitcoin address generator.

The problem for paper wallets is actually not about a virus but rather about whether the created key pairs are stored or not. if they get stored by the site owner in any way then he could access your Lisk to every time. This is the actual risk using paper wallets.

You can never say for certain, but that link leads to a page with a download you can use offline. The downloaded file was scanned by virustotal which says it's clean.

Virustotal scans a file through most of the best virus scanner softwares then gives the results as a list. Just because it says a file is clean doesn't mean it is, there are always viruses it misses.

If I used that file (it's a gzipped offline webpage) I would do it in an offline virtual machine to be safe.

you can always download the sourcecode and run if from an offline machine, the thing is that you can never be sure if the generated keys are truely completely random. If there's an error in the algorithm, it might make your private keys vulnerable, even if generated offline.

Verify the source code and ask the lisk developers if it free to used and to download this software but if you have second thought,don't use it all or better ask the community who among them have used this application or downloaded it before..

The source is available on Github you night want to look on it to see how trusted it is or you can use a virustotal to see how trustworthy it is and to see if there are malwares on it..

You can't know for sure. But since crypto is all about security and decentralization, I'd NEVER use a webwallet for any coin because it's centralized and requires you to trust its provider with your funds.
It is not a web wallet seems more like a address generator for cold storage
