I get an error when opening the link. Is it because the live video is over? Is there a record of it, I am very interested.

Anyway, I wouldn't say that ICO culture failed. People just needed some time to learn how to valuate ICOs and ignore scams. Nowadays, bad ICOs don't get money anymore so the scammers will give up soon.
ETH is also slowly gaining so I think we will see some proper ICOs with real products and long term vision in the future.
